What does this PR do?

This PR pins the reusable automation action to commit bombshell-dev/automation@0c11c22, to make sure that we use the changset action v1 (because v2 would break publishing as long as we are not migrating to Changesets v3).

Technically, only the change in publish.yml would be necessary, but for consistency and easier traceability, I pinned all three usages directly.
