fix(snapshot): check full_history_restatement_only before depends_on_self - #6196
Snapshot.depends_on_past evaluated depends_on_self first. That renders the model query (full_depends_on -> render_query), which hydrates the snapshot's python_env and can raise (e.g. ModuleNotFoundError) for historical snapshots whose user code is no longer importable. get_removal_interval reads depends_on_past, and identify_restatement_intervals_across_snapshot_versions calls it on every full_history_restatement_only snapshot it widens. So plan prod --restate-model could fail after a successful backfill, even though those models already depend on past intervals and need no query rendering.
The fix swaps the operands of the or, so full_history_restatement_only is checked first and short-circuits. The boolean result is identical; only the evaluation order changes.
Test Plan
New test_get_removal_interval_full_history_does_not_render_model clears the cached dependencies, patches SqlModel.render_query to raise, and asserts that get_removal_interval returns the widened interval without calling it. It fails on main (ModuleNotFoundError) and passes with the change. tests/core/test_snapshot.py and tests/core/test_plan_stages.py pass, except test_earliest_start_date and test_external_model_audits, which error with the same ConfigError on main. ruff check and ruff format --check (0.11) pass on the touched files.

Summary by CodeRabbit
Tests
Added coverage confirming that full-history restatements calculate the removal interval without rendering the model query.
…self
Snapshot.depends_on_past evaluated depends_on_self first, which renders the
model query and can fail to hydrate user code when computing removal
intervals for restatement. Full history restatement models already depend on
past intervals, so evaluate that check first and short-circuit. Only the
evaluation order changes.

The depends_on_past expression changes operand order without changing its result. A regression test checks full-history removal-interval calculation and confirms that it does not render the model query.

Summary
Predicate ordering and removal-interval coverage sqlmesh/core/snapshot/definition.py, tests/core/test_snapshot.py
The depends_on_past operands are reordered, with no change to the condition’s result. The test checks the full-history removal interval and verifies that query rendering is not called.
The change introduces no identified regression, but historical snapshot loading can still execute old Python or interrupt restatement cleanup.

Explanation
[#6121] depends_on_past now avoids query rendering for full-history snapshots. The new test checks the widened interval without render_query. However, identify_restatement_intervals_across_snapshot_versions still calls state_reader.get_snapshots without handling a historical-state hydration failure. Such a failure can still abort cleanup and the successful production restatement.
Resolution
Handle invalid historical state without aborting production restatement and report the affected snapshot. Add an automated regression test for the hydration failure.

Avoid rendering historical snapshots during cleanup.
When an affected historical SQL snapshot has no optimized-query cache entry, snapshot loading can render its model and execute its stored Python before depends_on_past runs. Catching a render failure does not prevent that execution. An unreadable cache entry can also abort cleanup after the production backfill.
Load snapshots for cleanup without optimized-query rendering or dependency preloading. Skipping optimization alone can still render the model through SnapshotCache.put.
